Shortly after the outbreak, the military destroyed the bridge to prevent zombies from reaching the island and thus creating a safe haven.
Common TV and Movie tropes suggest that some personnel hid their infection and turned into zombies.
The Military Base has most likely been overrun already. It is no longer a safe area but a dead zone.
